Appealing against State Terrorism beyond the 'mandatory reconsideration' stage is an act of counter-terrorism

Even by our standards this is a pretty gloomy newsletter.

We have the disappointing news that the success rate for disability living allowance (DLA) to personal independence payment (PIP) transfers is almost at the lowest level it’s ever been.

Then there’s the unsurprising news that a survey has found that PIP assessments are harmful to your health.

There’s the revelation that repeat testing of ESA claimants is back with a vengeance. There are now more repeat assessments than fresh claims, in spite of a DWP promise to stop unnecessary testing.

And the number of warnings that speeding up the universal credit rollout from next month will lead to a catastrophe for claimants is growing.

There is, though, the slightly more positive news that whilst the backlog of social security appeals has almost doubled in the last year, claimants continue to win in the majority of cases – except in connection with [Jobseekers Allowance appeals]....(1)

Theresa May seeks to portray herself as a protector of the people against terrorism:

Theresa May to warn tech firms over terror content

Technology companies must go "further and faster" in removing extremist content, Theresa May is to tell the United Nations general assembly....(2)

Yet her Government itself is guilty of state terrorism as highlighted in the Benefits & Work Publishing 19 September Update and more.(4)

Disabled people could be at risk of violence, and even “killings and euthanasia”, because of their portrayal by the UK government and media as “parasites” who live on benefits, according to unpublished comments by the chair of a UN committee.

Theresia Degener, who chairs the UN committee on the rights of persons with disabilities, warns in the interview that such portrayals of disabled people are “very, very dangerous”....

Degener herself had told the UK government’s delegation that its cuts to social security and other support for disabled people had caused “a human catastrophe”,(6) comments that were repeated by Labour leader Jeremy Corbyn in yesterday’s prime minister’s questions [on Wednesday 14 September].

But her comments in the interview with a BBC journalist – which are believed to have not been broadcast – go even further.

Degener (pictured) says that cuts to social security have been so severe that they have become “life threatening to many disabled people”, and she then talks about the impact of the austerity cuts on public attitudes to disabled people.

She says in the interview that “disabled people being portrayed as parasites, living on social benefits, and welfare and the taxes of other people” was “very, very dangerous”.

She says that such attitudes “will later on lead to violence against disabled people, we know it, if not to killings and euthanasia”.

So while this blogger dislikes character-labelling stuff such as 'Tory scum', I believe that appealing against nasty benefit decisions is an act of counter-terrorism. That can be far more effective at making them squirm in private than 'Tory scum' daubings and death threats can.(7)

It really could be you!

Whether Theresa May & Co would describe blogs such as this and the Benefits & Work Publishing and Disability News Service websites that reveal more than the BBC as 'extremist' is another matter, but I note that this blog currently gets more page viewings from France than from the UK.

Threat levels, who declares them and the nature of the threat

Today, in trumpeting the biases of the mainstream UK press, the BBC (British Broadcasting Company) summarises today's Daily Mail 'Web giants with blood on their hands' front page:

Daily Mail, 16 September 2017: "PM to confront web giants with blood on their hands"

Prime Minister Theresa May will order internet bosses to crack down on extremism in the wake of the Parsons Green attack, says the Daily Mail. It reports Google, Facebook and Microsoft could be in the firing line after instructions to make the bomb were "still available online". The paper adds Mrs May will warn technology companies they need to do more to stop extremists at a summit with the French president next week. (1)

For the 'threat terror level' declared by UK Government to be 'critical' is nothing new. Why though do the BBC etc not broadcast the lowering of the 'threat terror level' that occurs? And what impact does that have on the mainstream public psyche?

Over three months ago, the BBC website reported on "What is the 'critical' terror threat level and what [it means]":(2)

The UK terror threat level has been raised to "critical", following the Manchester Arena bombing which killed 22 people.

This is the highest terror threat level possible and means an attack is "expected imminently".(2)

The announcement of 'critical terror threat' level leads to knee jerk reactions

It was against that sort of backdrop that on Wednesday 14 June the news came out on televised and Internet news channels, of a blaze that consumed a North Kensington tower block in a matter of hours, before 'Grenfell Tower' became a 'household name' — ie, a label that required no introduction.(3) It was also against that backdrop that the 40 year old woman who accompanied me to my Housing Benefits registration interview in Hereford declared instantly that it was obviously the work of 'Islamic terrorists'.

I had heard however in the early hours of that day in 'live' reporting from the Grenfell Tower site that a Grenfell survivor had reported their neighbours issuing the warning, "My fridge has just exploded! Get out now!" or words to that effect. Indeed, I recalled having heard that a Southwark tower blaze a few years ago had been the result of a faulty Beko fridge component (4) and so I was more skeptical about my companion's 'knee jerk' response that was obviously linked to the post-Manchester bombing raising of terror threat level to 'critical'.

After an enquiry into the cause of Grenfell Fire too, it was confirmed that white goods were yet again to blame.(5) Of course, there is also the fact that the Grenfell Action Group had been campaigning on the matter of fire safety in the Grenfell Tower area since at least 2012.(6) This was despite a five-year London Fire Brigade campaign regarding the safety of white goods.(7) LFB reports:

"Nearly one fire a day in London involves white goods. Most fires caused by these appliances are not down to the owner but by faults beyond the control of the householder." (8)

The solution to this problem, the LFB concludes, involves total recall of dodgy white goods.

The solution to the problem of wide availability of information about how to make 'home made bombs', Theresa May and the Daily Mail declare, is to clamp down on 'web giants with blood on their hands' for helping to service Internet searches in responses to queries about how to do terrorism. In that 'solution', I am reminded of the collusion that such 'web giants' engaged in with the Chinese government in order to suppress freedom of information as they 'broke into the Chinese market' as a new territory.

I would argue that it is in their tax dodging practices and resultant denial of support to the UK economy for essential services to vulnerable people that the 'web giants have blood on their hands', and that in reality Theresa May and her crew have raised the threat level to economically vulnerable people from 'severe' under Labour to 'critical'. This fact can currently be gleaned from perusal of such sites as Disability News Service,(9) especially with regard to its coverage of UK Government reneging on its United Nations Convention on Rights of Persons with Disabilities duties.(10) There is also Kate Belgrave | Talking with people dealing with public sector cuts,(11) and Taxpayers Against Poverty.(12)

May's government caused a "human catastrophe" by cutting disabled people's support, the Committee of the UN Convention on Rights of Persons with Disabilities has stated,(13) while the Chairperson of the UNCRPD has gone even further in unpublished interview comments.(14)

In conclusion, by colluding with the suppression of information about the State Terrorism that occurs under Theresa May's government, under a State of Theresa May & Co-mandated Internet, 'web giants' really would have 'blood on their hands' through the suppression of such information, just as the BBC's subservience to denial of the statutory abuses to benefit claimants lays the taint of 'blood on their hands' to that establishment.

What legitimate authority does a Government with blood on its hands have to dictate what information should and should not be available on the Internet? Who are they to do the prescribing of truth?

US evangelist Lawrence Mead's 'work makes you free' impact on UK welfare reform policies

In a recent Kwug Blog post I referred to my attendance on Monday 8 May at the book launch for Prof. Guy Standing's book, Basic Income: And How We Can Make It Happen.(1) I now turn briefly to flagging up a reference Guy made to the influence of Lawrence Mead on the ideas and strategies of now former Work & Pensions Secretary Iain Duncan Smith and David Cameron from as far back as 2007.(2)

Mead's overriding message: "Make it harder for people to claim," reported Guy Standing.

This blog post is intended more as a reference source than an 'article'. I shall close it with reference to a blog post I wrote from dire personal experience that the British Broadcasting Corporation never properly reported on but that was far more widespread than the 2007 Blairite Government would have liked to have flagged up: Benefit claimants require firmer safeguards, not tougher sanctions.(3)

Since then, we have had introduction of food stamps as decreed by Lawrence Mead the evangelist of a 'despise thy claimant' theology.(4)

I close this blog post with the closing paragraphs of the Guardian Society article Does getting tough on the unemployed work?(5)

The key intellectual insight for Mead when he began his assault on the American welfare state was that what changed behaviour was not economic incentives but tough government talking. "It was authoritative statements from people in authority that mattered. We should not [incentivise people] to work. We hope [they will]. We say it because you are supposed to do it, we expect you to do it."

Such sentiments have a whiff of 1930s Germany, something the Twittersphere buzzed with when welfare secretary Iain Duncan Smith said: "Work makes you free" – the same words hung over the entrance to the Auschwitz concentration camp. "I have faced this accusation," says Mead. "Hitler was non-democratic, whereas work requirements claim a popular mandate. There is something wrong when because of fascism we have to solve every problem with freedom and benefits."

In the wake of another Tory victory, would Theresa May claim a 'popular mandate' for the Gospel according to Lawrence Mead?

Abusive bullies avoid embarrassing questions

The scale of right wing 'welfare reformist' government abuses is now more mainstream than it was when David Cameron gave a speech in 2007 stating that tougher benefit sanctions were required.(1) The tactics and strategies of the abusive bullies are still very much the same, however.

Tory chief whip Gavin Williamson asks, “Is Jeremy Corbyn going to be the one who is going to stand up and get the best for Britain [in Brexit negotiations] or is Theresa May?” (Tories determined to follow 'get Corbyn' strategy, CNJ, May 4, 2017.(2))

Perhaps a lot depends on what he means by 'Britain'. Among the billionaires domiciled in the UK according to the Sunday Times Rich List 2017. there is "a record number of British billionaires - 134 - with 14 new ones emerging over the last year."(3)

Yet Britain is very unequal socio-economically. In 2015, according to NHS figures, 7300 people were admitted to hospital with malnutrition — an increase of 50% since 2010. Homelessness is up 54% since 2010.(4)

Moreover, in negotiations bullies think that the bullying tactics used at home against those with no real bargaining power is 'strong leadership'. Among the tactics successive UK governments have used to deflect and pre-empt criticism of deteriorating services for benefit claimants have been the besmirching of the reputation and hence public goodwill toward those who have been abused by woefully inadequate and exploitative 'benefits helplines' as remote control has replaced face-to-face contact with decision-makers. In the mid-noughties while 21m calls to Jobcentre Plus helplines in 2004/5 went unanswered,(5) a Blairite government was running its Tory-lite 'Targeting BenefitThieves' campaign.(6)

Now, furthering the isolation and invisibility of benefit claimants while'benefits helpline' calls cost pay-as-you-go mobile phone users £33/hr, the Department for Work & Pensions (DWP) has decided to close a number of jobcentres used by Camden New Journal readers, including Kilburn andHighgate (near Archway) to 'improve the service' without consulting service users.(7)

The EU's Chief Negotiator has more bargaining power than a DWP 'customer'.(8)

Now at this General Election time, the Tory chief whip's tactic of changing the agenda when faced with embarrassing questions gives rise to new meaning for a cartoon by Crippen the Disabled Cartoonist's 'Welfare Warfare' series.(9) The cartoon depicts a group of disabled people at a meeting presided over by the then Tory Prime Minister and Disability Minister who state:

“Don't worry — when we want your opinion, we'll tell you what it is.”

Let us not help Theresa May bury the bad news about Universal Credit rollout, suicides and homelessness under a Brexit General Election

Yesterday's Kwug Blog carried a 'guest blog post' from Revd Paul Nicolson of Taxpayers Against Poverty.(1) Even in his mid-80's, Revd Paul is extremely prolific with his offerings and far quicker to respond than this disabled person. The best I can do to 'catch up with him' is generally to forward e-mail notifications of the Taxpayers Against Poverty (TAP) website on to the Kilburn Unemployed e-list, but even then be selective so as not to give vulnerable list members a sense of melt-down and information overload.(2)

The Kwug Blog 'guest contribution' posted yesterday, — A Universal Credit case study — however, included tabulated data that proved difficult to transmit by e-mail and provided valuable information about Universal Credit that the general public are largely ignorant about, and corporate mass media generally keeps buried while Universal Credit-related rent arrears can catapult the number of evictions from social housing.(3) It can take up to 12 weeks for a Universal Credit claim to be processed and thus for the claimant to get any Universal Credit income; yet under English Law, eviction proceedings can begin after just eight weeks or rent arrears.(4)

Revd Paul Nicolson does not keep his incisive light buried under a bushel, and though his latest offering by e-mail has not yet made it to the TAP website, I can help here to get the message out as soon as possible even while I was hoping to prioritise other things just now.

Referenda and General Elections are too often based not on real knowledge of issues, and the results are mangled in an unrepresentative 'first past the post' electoral system that is too influenced by the wealthy. Whatever the result of an 8 June General Election, it will not really be a mandate for what the people have heard too litlle of. I should add that while the KUWG focus is mainly on the benefits system while housing law is too complex for us to handle, TAP has a more extensive overview of things, and more specific to LB Haringey where Revd Paul lives.

With that, I shall just bring in Revd Paul's latest offering.

FPA was started in 2011. We've gone through a lot – and accomplished a lot – since then. We have our eyes on the prize, and with our many allies we intend to make concrete gains this year. We are welcoming new members, and people who want to work with us in other ways.

More than any other time in the past few years, fuel poverty and energy policy are in the headlines.

Will Theresa May really bring the bills down as she’s promising? What pressure are she and the companies under – and how can we increase it?
Would her plans dent the increase in deaths from fuel poverty due to government policy – on everything from benefits sanctions to housing?
How can we support the fight against fracking?
How can we expose the cost of Hinkley C as opposed to solar, wind and tidal power?

The new Prime Minister as ultimate mandator of safeguarding for vulnerable people

This blog has just published a guest blog post by Revd Paul Nicolson of Taxpayers Against Poverty: 'The Monstrous Unfairness of Benefit Sanctions'.(1)

The guest blog post cites a Guardian article 'If Theresa May [the new Prime Minister] is serious about tackling inequality she'll ditch Osborneomics'.(2) Of course, a keyword or keyword combination in the guest blog post is 'benefit sanctions'; a search for 'benefit sanctions' on that Guardian article revealed zero mention of 'benefit sanctions'. The sub-title of the guest blog post is 'PM must look below the statistics to tackle the inequalities of income, wealth, health & administration of justice', and of course the issuing of benefit sanctions' involves the application of someone's idea of punishment, a word associated with the administration of justice. Prof. David Webster of U. Glasgow has written that the application of benefit sanctions and lack of scrutiny regarding the application of benefit sanctions gives rise to statistics that are an indictment on our society.(3)

The gathering of statistics presupposes an awareness of what the researcher and policy makers are looking for. A search for the term 'benefit sanctions' in the new PM's speech draws a blank.(4) Theresa May's predecessor as Prime Minister who heralded a surge of benefit sanctions in a speech to Conservative & Unionist Party Autumn Conference 2007 in a speech calling for tougher benefit sanctions, when a lack of official safeguarding for vulnerable jobcentre clients was a major issue.(5) Further, regardless of who the new Conservative & Unionist Party Prime Minister is, elected in the absence of a General Election, an extension of the sanctioning regime is built into Universal Credit, while the emphasis goes from low pay to low income.(6) That extension of sanctions owes much to the abstentions of 184 Labour MPs before Jeremy Corbyn was elected its leader.

The forgetfulness and other health and competence issues that frequently accompany vulnerability make it more likely that poor people will not be able to fulfil their Claimant Conditionality; thus they are more likely to be sanctioned on Jsa, ESA WRAG [Work Related Activity Group] or Universal Credit.(7) and (8)

Now, it is even more likely that even more vulnerable people will be benefit sanctioned, as there will be fewer specialist Disability Employment Advisers to intervene when the inevitable happens.(9)

So, new UK Prime Minister Theresa May, have you mandated your newly appointed Secretary of State for Work & Pensions to address that matter?

The monstrous unfairness of benefit sanctions

The Prime Minister ( Guardian If Theresa May is serious about inequality she will ditch Osborneomics) must look below the headline statistics to tackle the dire inequalities of income, wealth, health and the administration of justice she has inherited.

I helped John Smith, name changed, through the traumatic aftermath of a benefit sanction.

Three powerful government departments had descended on a single unemployed adult with a history of depression.

The DWP [Department for Work & Pensions] stopped his income and the DCLG [Department for Communities & Local Government]/Local authority enforced rent and council tax arrears, and the MOJ [Ministry of Justice] enforced a TV license fine, all with threats of eviction, the bailiffs and prison.

During a three month sanction the unmanageble debts pile up. When it ends they are enforced against £73.10 a week JSA.

He was then told his block of flats was due for demolition. He was speaking about his thoughts of throwing himself off the balcony of his 5th floor council flat.

These extreme punishments imposed by the State, extending to over a year due to the enforcement of debts, were totally disproportionate to the offence of missing an appointment.

John Smith did not receive a fair trial at the Jobcentre.

When the bailiffs called on John Smith I told them I was taking the case back the the Magistrates Court - this is the case I put to them - they remitted £135 fine and dismissed the bailiffs.

Helping you feel at home: We meet weekly in the Small Hall at KingsgateCC and start gathering from 3pm, attempting to start the meetings at about 3:15pm and definitely before 3:30pm.

Bring and share refreshments are included. We are not like the 'No eating or drinking on the premises' jobcentre.

The formal meetings start with firstname and what benefit we are on or a one-liner about what brings us to KUWG. (Pensioners and other allies welcome.)

We then ask for casework from those present, arrange who will help with what case, and go onto discussing campaigning leafleting and such outreach activities. We also arrange who will do the chairing or facilitating and note-taking for the following week. Rotating these roles helps minimise the risk of being dominated by one person and helps us build our skills as we share the workload.

Meetings actually finish at about 5:20pm to allow for putting tables and chairs back and leaving the kitchen facilities ready for the next group.
