Saturday 23 September: March in North London vs social cleansing and global corporate privatisation of council land

.... Haringey Council in north London is planning to go ahead with a £2 billion redevelopment of its public housing stock, gentrifying neighbourhoods and pricing local people out of living in the area. But a grassroots campaign against Haringey Development Vehicle (HDV) has been building.....
Partly because we found out from a Freedom of Information request, that there has been a secret ‘shadow’ inner cabinet process of meetings with Lendlease, the preferred developer, from before the point of them being agreed as preferred bidder for the contract on HDV. This included the member recently appointed to be on the putative HDV Board, Cllr. Elin Weston who is now the lead member for children and families.
I crowd funded £25,000 to pay for legal fees for a Judicial Hearing which will be held in the High Court - Royal Courts of Justice on The Strand - on 25 and 26 October, where there will be a presence outside from 9:30 on 25th.
This could lead to a landmark decision on how Councils, through their Cabinets, make decisions on property deals with big developers altering the whole nature of communities, at the expense of the less well-off and poor, as has been happening across London and mainly by Labour councils. Issues in front of the court include lack of basic democracy, consultation, equalities impact, commercial secrecy and fair process.
There is a march and demonstration in Haringey this Saturday, 23 September, against HDV. Folks from elsewhere in London will be attending too (e.g. Cressingham Gardens, Lambeth in south London, who are campaigning against a similar development in their borough and who have also been in Judicial Review).
The march starts at Tottenham Green, at 12 noon and onto Ducketts Common (site of the massive defeat of the NF by the community in the late 70s) down Green Lanes - one of the last roads that hasn’t been totally taken over by corporate franchises - and finishes at 2pm at the Manor House tube end of Finsbury Park. Sian Berry, Green Party London Assembly Member, has agreed to speak at demo/end of the march.
There is also a benefit gig with Potent Whisper and others at The Beehive pub in Tottenham from 7pm on Saturday evening. The film Dispossession, The Great Social Housing Swindle is being shown at the Haringey Independent Cinema in West Green this Thursday evening (21 September)

Immediately at risk are 1300 homes on Northumberland Park estate, Tottenham, behind them are hundreds and hundreds more on multiple estates, this is people's homes, this is the reality of London in 2017.
A good presence on the demonstration this coming Saturday will be really important to keep up the momentum that is building, especially given what is now happening in the local Labour Party. Support this campaign against this cruel social cleansing operation which is threatening to spread to many other parts of London.

The terrible Grenfell fire and the failed response of local and national
Government, is now exposing the lethal mix of cuts, neglect and refusal
to listen to residents,  across Britain.  In hundreds of meetings,
people are attempting to hold landlords to account and force them to
act. Several councils have committed to fit sprinklers in all tower
blocks: these include Birmingham, Sheffield, Croydon, Southampton.

  Housing is now high on the public and political agenda, and will be a
key theme of the Peoples Assembly march this Saturday 1st July.  We will
assemble with other housing groups from 12 noon outside BBC Great

The Council leader and the unsafe cladding

In May, Cllr Gould's 'coronation' as Camden Council leader came with plaudits from Lord Mandelson and other local Labour Party luminaries. The Camden New Journal reported: "Town Hall boss says she will be judged on her own merits and not 'New Labour heir' tag."(1)

Yet perhaps both her backers and her 'performance on the job' betray an alienation between her 'leadership' and Camden's tower block fodder?


"Everything that is proposed from the establishment seems almost calculated to minimise the role of the people, to miniaturise man [sic]. I can understand how attractive this prospect must be to those at the top. Those of us who refuse to be pawns in their power game can be picked up by their bureaucratic tweezers and dropped in a filing cabinet under 'M' for malcontent or maladjusted. When you think of some of the high flats around us, it can hardly be an accident that they are as near as one could get to an architectural representation of a filing cabinet.” (2)

As a newbie council leader Georgia Gould might not be personally responsible for the Health & Safety failings of Camden's Tower blocks that came to prominence in the wake of the Grenfell Tower inferno. I would argue though that her 'swift and decisive' attempt to remedy those Health & Safety failings by means of delegated turfing out of people at unsocial hours without consultation from the tower blocks bears evidence of bureaucratic tweezers more than a friendly, “I am here to help you at this hour of danger” handshake.(3)

Jimmy Reid on tower blocks as 'filing cabinets'

In the wake of the Grenfell Tower disaster, I'd say that we need to look again not just at the matter of the 'cladding' materials used, but moreover at the nature of people's living conditions,

Heed the words of the late Scottish trade unionist and Communist Jimmy Reid in his 1972 inauguration speech as Rector of Glasgow University:

"Everything that is proposed from the establishment seems almost calculated to minimise the role of the people, to miniaturise man [sic]. I can understand how attractive this prospect must be to those at the top. Those of us who refuse to be pawns in their power game can be picked up by their bureaucratic tweezers and dropped in a filing cabinet under 'M' for malcontent or maladjusted. When you think of some of the high flats around us, it can hardly be an accident that they are as near as one could get to an architectural representation of a filing cabinet.

"If modern technology requires greater and larger productive units, let's make our wealth-producing resources and potential subject to public control and to social accountability. Let's gear or society to social need, not personal greed. Given such creative re-orientation of society, there is no doubt in my mind that in a few years we could eradicate in our country the scourge of poverty, the underprivileged, slums, and insecurity...."(1)

Report backs on KUWG involvements in housing protests, meetings and events

6.30PM-8.30PM Monday 21st Nov 2016 Unite Housing Workers and Social Housing Residents meeting. Only 6 people including CJ and Tim B. Discussed problems with social housing providers for workers and tenants, so in both our interests to get together. Another meeting pencilled in for 30th Jan 2017. Nice coffees and luxury biscuits.

Noon-1.15pm Weds 23rd Nov 2016 Outside parliament. Axe the Act protest. @75 people with banners and placards, and we heard speeches from different activists, including some Labour councillors. CJ with kuwg banner, and Helen2 taking photos and videos.

5pm-8.30pm Fri 25th Nov 2016 Save the Granville Centre night. Kuwgs-Pam, Mira (Glory hunters), Farhan, Willae, Diana, with late arrival by CJ & Surprise. Zadie Smith spoke on how public services helped her. Brent Council want to knock down building that has been part of the community for over 100 years! Free suppers made by the Community Kitchen (6pm Fridays) and some young poets and R&B singers showed their talents-amazin!

Finally new Genesis Housing Residents had its first meeting 
6.30-8.30pm Tues 29th Nov 2016, Kingsgate, and @60 in attendance including Tim B, Diana, Mark S, CJ and AJ from Kingsgate. Lots of rotten experiences in dealing with Genesis expressed by people, and understanding that the proposed Housing Act will make things even worser and worserer!

As kuwg has experience of protesting against Genesis a protest agreed Weds 14th December 2016 1pm-2pm 64 Pratt Street, Camden. @20 agreed to attend, i have email addresses of 8...a bit rushed.

'Licence Agreements' minimise renters' rights

The following comes from the tenants' newsletter of a so-called 'social landlord', known below as ****. It serves to illustrate how 'licences' that offer far fewer rights are replacing tenancies that offer renters more enforceable rights and greater security.

"Licence Agreements

"At the **** forum we've been discussing the kind of agreements we use when people come to live at ****. As of 1st June 2016, people moving in to our supported properties will be issued with Licence Agreements rather than tenancies.

"Why have **** brought in this change?

"When we offer supported housing it's on a short term basis and people are expected to move on within 2 years. Licenses help us move people in and out more quickly. It's particularly helpful when there are difficulties in the placement that can't be resolved.

"What's the difference?

"Licence agreements are easier to bring to an end. Both residents and PBHA have the same responsibilities as in tenancies to look after the property and act in a neighbourly way.

"What about current tenants?

"No current tenancies will be affected."


An unasked question in the above is, "What does 'supported housing' mean?" The emphasis on 'support' being limited to a 2 year stretch is perhaps reminiscent of chorus words from a Ewan MacColl song about public attitudes to gypsies or 'travelling people' in the 1950's. "You'd better get born in some place else. Go! Move! Shift!"(1)

Public bodies' collusion with 'property guardian' companies furthers social cleansing

Various tiers of government's dealings with 'property guardian' companies over what is effectively subletting of voids [empty, or rather emptied, council properties] furthers social cleansing and props up property prices beyond ordinary people's ability to pay rent.

The CNJ (Camden New Journal) has already demonstrated Camden Council's collusion with one such company that exploits pundits for the private rented sector (PRS) in LB Camden. http://www.camdennewjournal.com/news/2016/apr/empty-home-schemes-costs-go-property-guardians-ask-where-are-our-rights

The effective privatisation of emptied properties by public bodies to such exploitative 'agents' keeps market rents artificially high and gives added weight to the argument that central, regional and local government conspire toward the social cleansing of London — at least as far as the PRS is concerned. (At the same time, council waiting lists are being downsized.) 

Another such company is called Global Guardians. Global Guardians website is http://www.global-guardians.co.uk
Currently listed at http://www.global-guardians.co.uk/property-owners/ are 'a former medical campus' at Archway, 'a former police station in Leytonstone' and former sheltered housing blocks. 

My previous investigation of 'available places' on that website before Global Guardians changed the formatting of that section so that it became user-input oriented — showed properties listed as former fire stations. Yet a cachéd [stored] page obtained via a Yahoo search reveals this page that was previously published on the Global Guardians site and that Global Guardians removed from their official site:

Why become a property guardian? ... of the vacant properties we manage a property guardian could protect a very unusual building such as a fire station, ...

An investigation of that cachéd pages contents reveals: 

Being a property guardian means you can look after buildings that are interesting in areas that they would not normally be able to live.

Certain parts of cities are now off limits to all but the very rich. However, property guardians can protect living space in these areas. Due to the vast diversity of the vacant properties we manage a property guardian could protect a very unusual building such as a fire station, stately home, office building, library or school.

The separate matters of 'office buildings' being let as residential properties and the moth-balling of fire stations came to a head in a major blaze in Finchley Road, North London as reported in the CNJ:

29 Oct 2015 - The Finchley Road fire ripped through a language school converted into ... the third and fourth floors were written off as vacant office space.
5 Nov 2015 - The homes of 25 people were gutted in Finchley Road, with 10 fire engines and ... The mayor's office did not respond this week when asked to ...
So, it strikes me that London regional government's and councils' dealings with such companies conspires against the public interest while the right wing news media would rather demonise 'migrants' who cross international borders at mortal risk to themselves while laundered money floods the London property market with impunity regularly.

Defend Council Housing's Tenants and Housing Summit, Report 1

The Tenants and Housing Summit organised by Defend Council Housing (DCH) and Disabled People Against Cuts (DPAC) took place on Saturday 13 June in Central London,
"to resist Government attacks on council housing, tenants and benefits. A 'summit' for all those fighting for rent control and the homes we need."(1) Its agenda and prospectus are/were set out in a leaflet appearing on the Defend Council Housing website.(2)
