New mental health workers and the centenary of Passchendaele

Today the BBC has announced a Government recruitment drive for more mental health nurses.(1) Health Secretary Jeremy Hunt appears to be acting like Kitchener, the man in the pointing finger 'Your Country Needs You' recruitment poster pin-up for World War 1. Hunt is also the Health Secretary who previously stated that the British should work more like the Chinese workforce.(2) In China they have a word 'guolaosi' referring to those worked to death in the production of consumer goods, as pointed out in my referenced comment on a previous Kate Belgrave blog post.

Today we are also at the centenary of the start of the WW1 battle of Passchendaele.(3) You may also wish to refer to my previous Kwug Blog posting [Department for Work & Pensions] making poor people mentally ill at great cost to the NHS as we approach centenary of a WW1 blood bath(4), and my comment on Kate Belgrave's blog post Student debt dominates debate — but where's the political sympathy for people crushed by council tax debt, DWP loans, rent arrears and sanctions debt?(5)

British Sign Language Interpreters ripped off by NHS contractor

From NUBSLI via Linda Burnip of Disabled People Against Cuts

NUBSLI is the National Union of British Sign Language Interpreters.

LanguageLine has won NHS contracts in Sheffield, London and the Midlands by putting in bids at below market rates. They are now imposing cuts of a third to interpreters fees and reducing booking times by 1 hour.

It is impossible to provide a high quality and safe service if you are constantly clock watching. Deaf people, often need information to be repeated after they leave an appointment to make sure everything has been understood or will need support in accessing the pharmacy. Appointments aren't always over when you leave the consulting room. That extra level of care and support from
Interpreters will go if they are being pushed to get to the next appointment.

The way in which home carers are being pressured to take more bookings for less money is the way interpreting will be headed if we don't put a stop to these cuts. This isn't about money for interpreters. This is about deaf people's access to Heath care.

Dude Swheatie adds: In seeking guidance for a friend who was thinking of training as a British Sign Language Interpreter, I was advised a few years ago that the training is highly specialised, as Sign Language Interpreters register not just hand actions but also the facial gestures involved in conveying the message. Thus it takes about 5 years intensive training to train a British Sign Language Interpreter.

Why the UK's junior doctors dispute is highly relevent to the UK's EU referendum

By Alan Wheatley

In the run-up to the UK's EU referendum, we are getting loads of 'prognoses' on what would happen to the UK economy if British citizens collectively chose to opt-out of EU membership altogether. A great many of those 'prognoses' feature the world 'could', yet here I just wish to briefly introduce the matter of fall-out from successive UK governments 'opting out' of NHS involvement in the Working Time Directive (WTD).

(The word 'prognosis' comes from the Greek meaning 'fore-knowing', and is generally used in the field of medicine. In the context of the UK' EU Referendum discussion and a little known fact I intend to raise here, it is pivotal.)

In 2006, before a Conservative-Lib Dem coalition ousted a Labour Government, London Green Party MEP Jean Lambert produced a report on the Working Time Directive entitled: 'I Must Work Harder?' and sub-titled'Britain and the Working Time Directive'.(1)
Given the report’s findings, Jean makes the point that removing the opt-out from the Working Time Directive not only reduces the costs to society and the economy – it also makes good business sense! - See more at: http://www.jeanlambertmep.org.uk/2006/02/01/must-work-harder-britain-working-time-directive/#sthash.jaANi4dG.dpuf
Given the report’s findings, Jean [made] the point that removing the opt-out from the Working Time Directive not only reduces the costs to society and the economy – it also makes good business sense!(2)
In a 2013 report for the Centre for European Research entitled The Working Time Directive: What's All the Fuss About?, Katinka Barysch noted:
[The] WTD rules have proven hard for the NHS to cope with — harder perhaps than for most other European health systems. There may be a number of reasons for this but the most important one is that the NHS — almost uniquely among western health services — has always relied on trainee doctors (called junio doctors in the UK) to do much of the actual work in hospitals. In most other European countries, trainee doctors are only found in big-city teaching hospitals, while fully trained senior doctors (called consultants in the UK) look after patients in all other hospitals. To put it crudely: most trainee doctors in Europe are there to learn on the job while British ones are expected to do the job. The heavy reliance on junior doctors to provide care combined with a long-standing shortage of doctors, meant that young British doctors routinely ended up working 100-hour working weeks.(3)
Working a 100-hour working week can obviously be very stressful, whether that 100-hour week involves making 'life or death decisions' or not; but consider the outcomes of decisions involved from such a 100-hour working week involving trainees who by definition lack experience!

Given that matter, what does the Health Secretary make of the situation? What is Health Secretary Jeremy Hunt's prognosis on the matter of such "heavy reliance on junior doctors to provide care combined with a along-standing shortage of doctors" resulting in 100-hour working weeks for trainees?

Well, in February 2015 the Telegraph announced:
The health service has set aside £26bn to cover medical negligence claims against NHS hospitals, it has emerged.(4)
Vote Leave has argued spuriously that opting out wholesale from the EU would leave our NHS better off.(5) Would not greater adoption by the UK of the EU's Social Charter as a whole be better not only for the UK economy but for our national health as a whole? The Working Time Directive is just a part of the Social Charter, and perhaps proper implementation of the Social Charter would bar the sorts of degrading treatment of jobseekers that Kate Belgrave repeatedly witnesses in her blog Kate Belgrave | Talking with people dealing with public service cuts.(6)

Could disability benefit claimants sue Serco or Hewlett-Packard Enterprise over software screw-up?

Disability News Service reports that appallingly software is causing problems for disability benefit claimants, and that the blame belongs to the private sector contractor involved.

'Appallingly bad' software may cause lost PIP (Personal Independence Payment) letters, says whistleblower(1)

Vital letters that tell disabled people they have to transfer to the government’s new disability benefit are being lost in the system, leading to them losing financial support for months on end, according to a whistleblower.Rebecca*, who has asked to remain anonymous, works for Serco, the company paid by the Department for Work and Pensions (DWP) to run the helpline that deals with all new claims for personal independence payment (PIP).Rebecca has told Disability News Service (DNS) that she believes the missing letters are probably the result of the “appallingly bad” PIP CS software designed for DWP by another private sector outsourcing giant, Hewlett Packard Enterprise (motto: Tomorrow Belongs to the Fast)
Meanwhile, there are loads of 'ambulance chasing' law firms advertising their wares on TV over the PPI (Payment Protection Insurance) fiasco, asserting that banks have set aside millions of pounds to deal with the fallout of that fiasco. And though the TV-advertised ambulance chasing law firms dealing with medical negligence cases say nothing about how much the government has set aside for dealing with medical negligence cases, the Telegraph has revealed that the government has set aside 1/4 of the NHS budget for that fiasco.(2) (How is that for government investment in career development?)

So how about claimants affected by this screw-up suing those involved?

What Green Party votes stand for

A Personal View By Dude Swheatie of Kwug

In the face of not only BBC cenorship of the Green Party leader's involvement in last Thursday's 'leaders debate' but also BBC news broadcast non-reporting of the Green Party in daily broadcasts of 'what the main parties are doing in the run-up to Thursday's poll', I offer the following clues, some of which have clickable links to manifesto entries on the Green Party's website.

There are alternatives

Margaret Thatcher's infamous saying, "There is No Alternative," gave her the nickname 'TINA'. Perhaps the BBC News editors should be described as Auntie TINAs?

Kilburn Unemployed Workers Group is non-party-political and contains members of various political parties and none. Outside of the options presented by the BBC as the only valid options, the main parties of interest to Kwug members seem to be TUSC (Trade Union & Socialist Coalition)(1) and the Green Party of England & Wales(2). Some Kwug members while being keen on TUSC advocate voting Labour as a lesser evil than letting in a party that promises or threatens '£12bn further [and unspecified] welfare cuts' even where Hampstead & Kilburn Green Party candidate is making an excellent stand and getting electoral support as a result. I disagree with that stand point, not only on the grounds of making a stand for Proportional Representation.

Green Party votes acknowledge the level of internal democratic process that has led to the formulation of a real alternative electoral platform and the elections of Green Party Members of the European Parliament, London Assembly Members and a Green Party MP.(3)

What Green Party votes stand for

No ifs, no buts, the Green Party stands for no benefit sanctions

We have everything we need to build a fair economy: natural resources, skilled people, modern technology.

But the Westminster Establishment has built an unfair [economy] where those at the top gain while those at the bottom suffer.

We can transform our economy if we have the courage to challenge the vested interests and close the gap between the righ and the poor.

Open your eyes to NHS sell off!

From Bob Steel

(Dude Swheatie of the KUWG looks forward to the video of sell-off of our welfare state to global corporations. That particular privatisation has been happening for years now. Perhaps as long as it has been since disgraced US Health insurer Unum Provident/Unum became an 'adviser' on welfare reform to successive UK governments in 1994. See Mo Stewart's 4-page pdf document research paper: The Hidden Agenda: A research summary. Final, March 2013.)

NHS sell-off: Watch this film and spread the word!

This powerful new film is a blockbuster which shows how our public NHS is
being eviscerated and parcelled up for sale to US corporations in front of
our eyes. It's too radical for the moribund mainstream news media to touch,
but is already on YouTube. Make time to watch it, and spread the word to
everyone you know. It needs to be seen - most people still have no idea
what is happening. This film will open their eyes.

Stop TTIP petition from 38Degrees

As the saying goes, the price of liberty is constant vigilance. Thus it seems there is little time for me to practice on my guitar today, despite having got up at about 7:30am. But I'll try and make this the last upload I make today.

Swheatie

38 Degrees Logo

A deal that could permanently privatise our NHS is being negotiated in secret right now. It's called the Transatlantic Trade Investment Partnership, or TTIP for short, and this EU-US trade deal is one of the most dangerous ever written. [1]

Members of the European Parliament (MEPs) have the power to scupper it. But first they need to feel the pressure from the people they represent - us, the public. Can you add your name to a huge EU-wide petition and help convince them? Click here to sign: [Swheatie adds: beware of request for a donation that follows your signing of the petition]

Today, thousands of 38 Degrees members are out on the streets campaigning against TTIP and collecting signatures for this petition.

The shady deal would allow big corporations to sue our government if they don't like our laws. Simply raising minimum wage could drag our government into a lawsuit that could cost taxpayers millions. [2] The same sort of deal is being negotiated with Canada called CETA. [3]

Both of these massive deals have been negotiated behind closed doors. Now people across Europe are uniting to force them out into the open.

If TTIP and CETA can be pushed to the top of the political agenda in the EU, then MEPs will be forced to say whether they support it or not. Your signature, along with hundreds of thousands of others from countries including Germany, France and Italy, can help move these dangerous deals into the spotlight.

There are millions of 38 Degrees members in the UK alone, and there's millions more people across Europe who want to stop TTIP. Will you add your name? Please click the link to sign the petition: https://secure.38degrees.org.uk/ttip-eu

Working across borders which usually divide us can have a really powerful impact. This pettion is organised by 240 organisations and signed by people from all 28 EU countries. We may all live in different places and speak different languages - but together, we all stand against TTIP, and that sends a strong message. [4]

Thanks for being involved,

Belinda, India, James and the 38 Degrees team

***free event – no need to register***

It will cost at least one million jobs. It will lock in fossil fuel dependency for the coming decades. It will irreversibly extend the privatisation of key public services such as the NHS. It will make it harder to regulate the banks.  And it will give US corporations the power to sue the UK and other states for loss of profits when these governments introduce public policies designed to protect their citizens.

It is the Transatlantic Trade and Investment Partnership (TTIP). If it goes through, it will be the greatest transfer of power to big business that we have seen for a generation.

But now for the good news: there’s every chance we can stop it.
Join us for an evening of films and speakers on the growing fight back against TTIP. Find out how you can join the resistance, what local actions you can be involved in, and most importantly, discuss how we can win!

TO MPS AND PEERS

FROM; TAXPAYERS AGAINST POVERTY

Rev Paul Nicolson - lead organiser
0208 3765455
0796 1177889

To MPs and Peers

THE CUMULATIVE IMPACT OF ALL CAPS, CUTS AND COUNCIL TAX UNFAIR AND UNECONOMIC.

Mental and physical illness inevitably follow debt, eviction, hunger and cold homes; they costs taxpayer billions in the NHS, the schools and the wider economy.

INTRODUCTION

It is the cumulative impact of caps, cuts and council tax on benefit incomes, already below the poverty line, which is causing debt, eviction, debt, hunger and cold homes. Large families are very badly hit by the overall benefit cap when all annual increases are frozen at 1%, the council tax has to be paid sometimes with court and bailiffs' enforcement costs of well over £200 added to arrears, while the costs of food, fuel, clothes transport and other necessities escalate. This leads to eviction overcrowded temporary accommodation, and uprooting from extended families.

The caps, cuts and council tax made me very angry when I met a single mother with seven children who is now expected to pay £282 rent out of her £500 benefit cap leaving £218 to cover council tax and everything else. According to research at the University of York for the Joseph Rowntree Foundation/Centre for Research in Social Policy food alone should cost that family £211 a week to maintain a healthy diet.

No one told that mother, say 14 years ago, that if she had a large family she and her children would be made destitute by the State in 2013. Hitting them hard now is deeply unfair. Each child is a precious bundle of life whose income from the State should provide food, warmth, clothes other necessities and a decent affordable home with their mother when all else fails, so providing a secure base for the children's education and for the parents to look for work; that's what Taxpayers Against Poverty stands for.

CASE HISTORIES POSTED ON TAXPAYERS AGAINST POVERTY FACEBOOK BLOG.

CUMULATIVE IMPACT OF BEDROOM TAX, COUNCIL TAX AND 1% FREEZE ON INCREASES OF ALL BENEFITS IS PARTICULARLY DISASTROUS FOR NEWLY UNEMPLOYED WITH MANY YEARS EMPLOYMENT AND TAXPAYING BEHIND THEM.

A HARD WORKING 60 YEAR OLD TAXPAYER UNEMPLOYED FOR THE FIRST TIME IN 43 YEARS.

CASE A.

. "am 60 now lost my job due to ill health, first time on benefits(so ******** horrible, treated like a scrounger) and I've paid into the system for 43 years and I get treated as a sponger..being.  single and having an extra bedroom I have benefit reductions on my £71.70p leaving me with about £57 to pay all my bills, gas, electric, water, food. I have now not paid my extra rent and council tax for 1 week now. Thank you Tories and liberals for demoralising me......my next move is the streets to beg?...and then maybe prison for stealing food to live (and this is great Britain. I think not)

CASE B

I lived on £27.40 after coming out of prison as a teenager for a driving offence with no fixed abode and no one to turn to, I squatted on the Stonebridge estate in properties not fit for habitation and still lived better than some people who have to live on benefits because of mental or physical disabilities today. The government are screwing the people of this country into the ground and were letting them; Time to take a stand is now how many more people have to die this winter because they can’t afford heat ...

CASE C

@TAP my revised benefit for two adults is £7.50 per week until trumped-up sanctions from the Work Program are ratified when it will be reduced by £7.50 per week. My crime was printing off a copy of a truly foul piece of abuse about myself and other victims, there was no rudeness, bad language or agitated behaviour on my side but such is the way of the state's bullies. I've redacted this for decency’s sake. This was posted in my presence and forwarded to me by anonymous

CASE D

I am going through this I am a single disabled person who last year failed the Atos capability assessment my appeal will not be heard till this December just over a year since my assessment out of my £71 a week I have to pay room tax council tax + liability order hospital travel + some medication and travel to see government work focused group this leaves very little for food or heating I cannot see a change and very much doubt I will win my case as Atos seems beyond reproach my doctor was also instructed not to issue myself with any unfit to work certificates by DHSS thankfully he has ignored it is infuriating that my well established GP's judgement can be in question yet Atos send a nurse for my assessment and her judgement cannot be questioned
