Placards in support of Tony Cox and the right to be accompanied at jobcentres and benefit-entitlement-assessments

'Never attend anywhere official alone' is our golden rule
This Thursday 9 June at 09:30 members of Kilburn Unemployed Workers Group will be standing outside Kilburn Jobcentre, 3 Cambridge Avenue, London NW6 5AH meeting and greeting claimants as they enter and leave that building. Location map.(1) As usual, we can expect the privatised G4S staff and/or Jcp management to call the police in an attempt to remove the attention we draw to what goes on inside that building, and any police presence that arrives to realise that we are not a threat to the public and least of all to vulnerable adults and staff inside the building. (The Department for Work & Pensions are the real danger to vulnerable adults and staff and to standards of service delivery.)

Arrest abusers of vulnerable claimants, not advocates!

Tony Cox is  hero, not villain

Tony Cox is innocent

On this particular occasion, there is an added message of UK-wide solidarity. For on Thursday 9 June Scottish Unemployed Workers Network activist Tony Cox will again be hauled up in court for spurious charges. Edinburgh Coalition Against Poverty is calling for Tony's supporters to attend Dundee Sheriff Court for 10am in support of Tony Cox and the right to be accompanied. Advocacy is STILL NOT a crime — Solidarity with Tony Cox June 9th(2) We cannot transport ourselves up to Dundee Sheriff Court in support of Tony's appearance there on that day, but we can get a group 'selfie' AND give some support where it's required on the same day.

Attend Maximus alone at your peril!

The prime motto of the Kilburn Unemployed Workers Group is, "Never attend anywhere official alone."

Arrest abusers, not jobseekers' advocates

For background, see posting about national day of action at jobcentres set for Wednesday 25 February.

KUWG will be outside Kilburn Jcp, Cambridge Avenue (Kilburn High Road Stn) from 09:45-10:45 and then outside the Caxton House HQ of the Department for Work & Pensions from 3pm. Caxton House Tothill Street London SW1H 9NA.

Internet searchers like welfare advocacy and Tony Cox — DWP clearly do not!

By Dude Swheatie of Kwug

In his 2009 speech to Green Party Trade Union group fringe, Peter Allen (Advice Worker and a member of UNISON) advocated Green Party members holding something like 'advice surgeries' for economically vulnerable people, to help inform them of their rights. (Post title Welfare Rights and Advice, Friday 27 March 2009 (1) Further video parts at that Green Party Trade Union Group blog post, which is on the old Green Party Trade Union Group blog. The videoing was done by Peter Murry [no 'a' in the spelling of his surname] of Neasden.)

Since then, against a backdrop of ever greater Department for Work & Pensions (DWP) nastiness against benefit claimants, there has been an upsurge of self-help groups offering advice and advocacy to benefit claimants and others. These include the Kilburn Unemployed Workers Group (KUWG) in North London and the Scottish Unemployed Workers Network (SUWN). (2) (3) The advertising 'strap line' of the Kilburn Unemployed Workers Group is, "Never attend anywhere official alone," and that imperative has certainly helped validate claimant's vulnerability when they attend disability benefit assessments. KUWG is affectionately known as 'Kwug' and its caseworkers — through diligent persistence and becoming informed — have helped people get the benefits to which they are entitled.

Too often, the stage at which people have come to Kwug with their cases have already been turned down for the disability benefit for which they have applied — and they have not been accompanied in their original benefit assessment 'medical', nor received proper advice about what documentation to supply in making their claim. The more 'lead time' between their appeal to a Kwug meeting for assistance and their assessment or tribunal, the greater their chances of a successful outcome, generally. Partly for that reason, Kwug meets every Thursday a community centre that is very accessible.

What happened to state benefits after someone who did not even do a Google search for 'Incapacity Benefit test' declared the majority of Incapacity Benefit claimants bogus?

Tony Blair appointee 'welfare reform guru' and former investment banker David Freud's February 2008 ill-informed and badly researched statements about 'benefit fraud' seem to have signposted the 'norms' by which the DWP cuts benefits by cutting the number of disability benefit claimants and more perceived to be 'legitimate'. Then head of Child Poverty Action Group Kate Green — now a Labour MP — observed that Freud had clearly not done a Google search on 'Incapacity Benefit test'.(4) He is now installed in the House of Lords as Conservative Welfare Reform Minister and benefits sanctions often hit very vulnerable people who are not only not fit for work, but also unfit for the Jobseekers Allowance 'conditionality' that being turned down for Employment & Support Allowance has forced them into.(5)

The conditionality attached to 'entitlement' for benefits is now extremely hard and demeaning as blogger and NUJ member Kate Belgrave | 'Talking with people dealing with public sector cuts' has discovered through talking to and accompanying benefit claimants.(6) The extent of benefit sanctions and the way that they have been administered without the decision maker facing the claimant have been highlighted respectively by U. Glasgow Law Professor Dr David Webster and by Kate Belgrave.(7) (8) "Those who give the order seldom see the mess it makes" and the DWP clearly do not want the public to know that mess and how it was caused.(9)

DWP on the hunt for much needed welfare advocates — and not to give them paid work doing what they do so well!

Now, it is not just claimants as claimants that the DWP is attacking, it is also the advocates of DWP claimants that they are attacking, as evidenced in the case of Tony Cox of the SUWN, as outlined at The Crown versus Tony Cox — and welfare activists everywhere: Part 2, Round 1.(10) Observing and listening to Tony Cox's input at a meeting served as part of screenwriter Paul Laverty's research for Cannes Film Festival Palme D'Or winning film 'I Daniel Blake', directed by Ken Loach.(11) (12)

I believe I am not suited to doing the direct advocacy stuff, but have empathy in talking to fellow claimants and an understanding of what they are subjected to. That and Internet and writing skills help me blog while I have never been successful at jobsearch enough to get more than 'precarious' positions from the time I became a jobseeker in 1977 till the time I claimed ESA in early 2009 — which I later won through tribunal in December 2009. The extent of 'precarity' in people's socio-economic status has now become so widespread that Prof. Guy Standing has declared 'the precariat' a 'new dangerous class'.(13)

As a jobseeker with an invisible disability, I was all-too-frequently timed out of what 'supports' were available to disabled jobseekers even before these much harsher times. Through all those years of diligent jobsearch and skill building — largely without official support and much official hindrance by ignorant government employees — my sum total of waged employment amounted to a grand total of 17 months, the last 11 months of which was so part time that I was still claiming Jobseekers Allowance and submitting part-time earnings forms at the jobcentre at my fortnightly signing sessions. The stinginess of the '£5 earnings disregard' badly impacted on me in those 11 months.(14) Stress led to weakening of my immune system to the point that I suffered cellulitis in my legs and became increasingly forgetful at just 52 years old.(15) (16)

As a result of Kilburn Unemployed blogging, I have been able to observe a huge interest in the case of Tony Cox. Since I uploaded a blog post on Thursday 17 June in the evening about Tony Cox and welfare advocacy, that blog post has attracted enough viewings to make it the #5 in the 'All Time (May 2010 to June 2016) Most Viewed' blog posts of the Kilburn Unemployed blog.(17)

Amendment to the above regarding sourcing of viewings for

The presupposition of the author is at fault in identifying the source of viewings for Roll up at Kilburn Jcp on Thurs 23 June, 09:45 to 10:45 in support of Tony Cox and welfare activists everywhere as based on Internet searches. Internet searches have indeed sourced most of the viewings for Kilburn Unemployed blog posts in the previous six years of this blog, as this 'All Time Stats' copy and paste illustrates:

Traffic Sources (May 2010 to June 2016)

A look at the viewing sources for the blog as a whole reveals a break in that trend not only for the past week but also for the past month:

Traffic Sources (24 May 2016 to June 2016)

That revelation, however, does not invalidate the importance of supporting Tony Cox and welfare advocates everywhere. There has been a huge take up of viewings from one Facebook source.

Join 'refusenik' Revd Paul Nicolson at Tottenham Magistrates Court, Wed 15 June at 10am for economic justice

As previously announced on this blog, KUWG will be backing Revd Paul Nicolson when he appears at
Tottenham Magistrates CourtThe Court HouseLordship LaneTottenhamLondon N17 6RT (Location map: http://www.streetmap.co.uk/map.srf?x=533569&y=190573&z=0&sv=N17+6RT&st=2&pc=N17+6RT&mapp=map.srf&searchp=ids.srf)
on Wednesday 15 June 2016 (tomorrow!) at 10am. [The previous announcements on this blog:
  1. Support Revd Paul Nicolson at Tottenham Magistrates Court, Weds 15 June at 10am(1)
  2. Placards in support of Revd Paul Nicolson's Council Tax defiance against LB Haringey(2)
  3. Media notice re Revd Paul Nicolson's defiance of illegitimate Council Tax levying(3)
]

This is alongside others supporting his aims of social and economic justice. The weather prospects for the day may not be brilliant for a demonstration outside the Court House, but that may be all the more reason for those in support of the 'Refusenik Revd' to enter the court — peacefully, of course. Just think of the impact that that may have in terms of 'justice being done — or not, as the case may be — and the fact that there will be witnesses present to what happens in that magistrates court. KUWG's branding 'strap line' or 'golden rule' is, "Never attend anywhere official alone," and officialdom regards the people facing them differently when the accompaniers really attend the building rather than just leave the person called before offialdom after helping them to arrive at the building.

(Compare this with U. Glasgow Law Professor Dr David Webster's observations regarding how benefit sanctions are applied as 'Britain's secret secret penal system'.(4))

Two members of the KUWG have committed themselves to attending physically in support of the 'Refusenik Revd'. Other 'Kwuggies' will be 'with him in spirit' as they take part in the direct action of helping people with their cases, some of which involve contesting the 'secret penal system' that is the application of benefit sanctions by bureaucrats who — as the U. Glasgow law professor has pointed out — have never faced the people sentenced to devastating loss of basic income.

As an ending note to this blog post, demonstrations can be great networking opportunities — though talking between members of the public inside the Court Room while the Court is in session is likely to be pounced upon heavily! It is also cogent to mention that at this time of writing, Revd Paul Nicolson's 2014 article What councils don't tell you about the enforcement of Council Tax has, to date, attracted 437 viewings to this blog, making it the 5th all time 'biggest hit' on the Kilburn Unemployed blog.(5)

Kate Belgrave: Talking with people dealing with public sector cuts AND highlighting the importance of integrity in public life

By Swheatie of the KUWG

These days as KUWG's friend Kate Belgrave highlights in her interviews taken outside jobcentres, jobcentres are more geared to torturing vulnerable people economically in the name of 'promoting personal responsibility' than they are into 'the help you need when you need it'. Link to Kate's latest blog piece on her fieldwork outside Kilburn Jobcentre. Such blog pieces so far rely exclusively on transcripts of interviews rather than video-footage.

Kate also does a lot of blogging about the plight of homeless single mums in LB Newham that do incorporate video camera work. Newham's policy is not to help economically vulnerable people find waged work — no way! Rather than Newham's policy being anything like 'nice work if you can get it', Newham's policy equates to 'hope of housing if you can get the work, and sod off if you can't'. Kate's latest blog piece juxtaposes video-footage of Newham Mayor Robin Wales facing the Focus E15 Mums of Stratford and Kate Belgrave herself, with video-footage of mould growing in rented, Housing Benefit-subsidised accommodation that is not desirable for growing human minds. Link to blog piece: Children in mouldy, decaying houses, councillors at property investor fairs in Cannes …

That blog piece incorporates links to information about a property-developers' fair in Cannes that was attended by Newham Mayor Robin Wales. Wales is quoted as telling the Guardian regarding the expense of Newham being represented in Cannes:
“It's all paid for by our development partners.”

This is all at a time when there is a controversial matter called the 'Transatlantic Trade & Investment Partnership' being discussed in the European Parliament that is alternatively known as TAFTA [TransAtlantic Free Trade Agreement] in the USA. That potential dodgydeal would allow global corporations such as those intending to profit from wining and dining elected representatives of UK democracies, to sue UK democracies should, say, the electorate vote in a party that does not go in for dodgy deals that would result in a sell-off to global billionaires and tax-dodging corporations. The potential beneficiaries of TTIP already act as latter day colonial rulers, never bothering to look at the mould and mice droppings that people in their 'colonies' have to face on a daily basis.

In closing, I note that the property-developers' fair in Cannes that Robin Wales attended is now an annual event that is organised by Reed MIDEM — A member of Reed Exhibitions'.

Ironically, or perhaps not so ironically, Reed also owns the social work 'trade magazine' Community Care. Former Community Care blogger Mike McNabb's 'Outside Left: Weighing into the social policy debate' blog series contains a very revealing blog piece that pre-dates benefit caps and all the woes to poor families emanating from the Welfare Reform Act 2012. Link tot blog piece: Asylum seekers' £2m home: but who's playing the system? Since that blog piece was written, Mike McNabb lost his blogging station at Community Care. Link to his 'Outside Left' swansong piece, The last post: Thank you and goodbye from Outside Left. Now that Mike McNabb can no longer embarrass customers of a Reed-promoted property-developers' fair while drawing a Reed calary cheque, it's great that Kate Belgrave can help highlight the importance of integrity in public affairs.

Kilburn Unemployed Workers Group's over-riding motto is 'Never attend anywhere official alone'. With the aid of Kate Belgrave's video-capture and interview transcripts, more and more people can serve as witnesses to the hardships and official indifference faced by the Focus E15 single mums of Newham even while the integrity of Community Care magazine as social work's 'trade magazine' is brought into question by association of parent company with arms fairs and property-development exhibitions.

LB Brent Cllr Michael Pavey's reaction to a resident's DWP interview

The following 'Twitter' [social media] 'tweet' was emailed by Wembley Matters blogger Martin Francis at 15:25 on Tuesday 12 July, and gratefully received this morning by the Kilburn Unemployed blog administrator:(1)

Accompanied resident to @DWP benefits meeting. Appallingly intrusive questions without any explanation. Utterly dehumanising & intimidatory

Cllr Michael Pavey is a Labour councillor for Barhill Ward within the Brent North parliamentary constituency in LB Brent.(2) (3)

His tweet reproduced above does not say:

  1. what type of 'DWP benefits meeting' he accompanied a resident to, and/or
  2. whether he announced to the interviewer his status as a Labour councillor

but Kilburn Unemployed Workers Group members know well that by default the questions delivered at DWP interviews are "appallingly intrusive and without any explanation," giving rise to a situation that is "utterly dehumanising & intimidatory." DWP interviews these days are designed to discourage claiming.

On the plus side it is really great that Cllr Michael Pavey "accompanied a resident to their DWP benefits meeting." Our motto is, "Never attend anywhere official alone," for we know that for various reasons, vulnerable people receive better outcomes when they attend with a witness. (About the worst thing a person can do is to be so ill that they cannot attend the interview at all!)

Fittingly, Cllr Pavey's 'title' within Brent Council is 'Lead Member for Stronger Communities'.(4) Maybe we should take Kwug meeting time to discuss how KUWG reacts to Cllr Pavey's declaration regarding the DWP interview he attended with a resident?

Revd Paul Nicolson's Council Tax case vs LB Haringey adjourned till Weds 4 August 2016 — photo gallery

Revd Paul Nicolson's Council Tax case against LB Haringey over their taxing of already inadequate state benefits through unfair levying of Council Tax on the poorest has been deferred until 4 August.

Three Kwuggies (Kilburn Unemployed Workers Group members) attended Tottenham Magistrates Court in support of Revd Paul Nicolson today along with a host of other supporters. Together with the 'Refusenik Reverend' we formed an unorthodox angel host.

1. Kwuggies find Revd Paul Nicolson tweeting at the bus stop
2. Revd Paul — pausing from tweeting — joins us at Kwugging.
"He's a double sided natural," says our Kim
Tottenham Magistrates Court, by contrast, did not prove to be such a great enough host to welcome as many as half those present to the proceedings in the Court Room, or to have a coffee vending machine working — though radiators blasted out hot air to add to global warming. Lack of refreshments though was not the reason that the case was adjourned till 4 August, but Revd Paul announced to all who had not heard today's court proceedings and to those who had, what the situation was.(1)
3. Taxpayers Against Poverty: Benefit levels are too low
to tax

He also produced a pack of A5 double-sided leaflets for the prelude where we assembled at a bus shelter outside on what turned out to be a fine day. We also distributed 10 KUWG leaflets in which we shared the billing with Unite Community who generously printed the leaflets for us on fine quality, pretty weather resistant paper.

4. Revd Paul Nicolson's supporters starting to assemble for a photo call
at the bus stop
5. The Court officials had told us that no photographs
were to be taken on the grass in front of the Court House
6. We gradually got a little more organised in our assemblage
7: Another photographer intervenes

Those present of Dude Swheatie's acquaintance or otherwise identifiable among the score or so supporters present included:
  • Claire Glasman from WinVisible (Women with visible and invisible disabilities),(2)
  • Gill Thompson whose brother David Clapson was 'sanctioned to death'(3)
  • Haringey Unite Community and Haringey Green Party member Gordon Peters and friend
  • a local housing justice and anti-gentrification campaigner;
  • a Socialist Worker distributor; and
  • Revd Paul Nicolson's son — who helped find Dude Swheatie's hat when it was mislaid
8. Revd Paul conferring with Claire Glasman of WinVisible
who had supplied the hand-scribed placards
He had said to his supporters at the outset today that his great inspiration for the day as he was heading out alone was a newspaper photo of an elderly lady in Paris standing up to paramilitary police and in defiance of viciously anti-trade union laws. He said that that sort of thing is where this country seems to be headed.

One of my KUWG comrades observed to me that she was really surprised at the declaration on the A5 leaflet that a proper diet should require about £43 per week — not something that those who set benefit levels seem to acknowledge, while benefit claimants become inured to insufficient nutrition.

We concluded as we waited outside the Court Room, regarding the legal hoops and hurdles he has gone through in search of economic justice, that Revd Paul Nicolson's motto is more, "Never attend anywhere official alone," than, "Anything for a quiet life."

Technical note about the taking of the photos

As stated in caption 5, the Court officials had given the instruction that no photos were to be taken of us on the grass in front of the Court House. Thus for photos 1 and 2, the taking of the photos was subject to the vagaries of a very narrow pavement as outside Kilburn Jobcentre where we do manage to get the building's branding in the background.

The real stunt people at a Kilburn Unemployed Workers Group action are generally the persons taking the photos at the risk of being knocked down by oncoming traffic; but Dude Swheatie extracted the face of Revd Paul's A5 leaflet as a 'selection' from photo 2 and reduced the 'noise' in that image to make the writing appear less jagged and much clearer. (That was achieved with the aid of Serif PhotoPlus X4 photo editing software for Windows.(4) PhotoPlus X4 was also used to apply a 'diffuse glow' to the image of Revd Paul in photos 1 and 2.)

Photo 1 was taken by CJ, photos 2 to 8 by Kim, and photo 9 by Revd Paul Nicolson.

9. When we did find coffee in Tottenham, it was not at
the Magistrates Court!
